EU and Kazakhstan Step Up Strategic Partnership Talks

H.E. Kassym-Jomart Tokayev, President of Kazakhstan, made an official visit to Brussels on 23 June 2026, where he met with H.E. António Costa, President of the European Council, and H.E.  Ursula von der Leyen, President of the European Commission.

The leaders regarded President Tokayev’s visit as a significant indication of the strengthening strategic partnership between the European Union and Kazakhstan amid rising geopolitical relevance for connectivity, energy security, and robust supply chains.

They reiterated their goal to strengthen collaboration under the Enhanced Partnership and Cooperation Agreement (EPCA), which will celebrate 10 years in 2025.

The Presidents emphasized the European Union's importance as Kazakhstan's primary trade and investment partner and concurred on enhancing the investment environment while bolstering collaboration in key sectors, particularly those aligned with the EU’s Global Gateway strategy for Central Asia, such as essential raw materials, energy, transportation, digitalization, and advanced technologies.

They emphasized the strategic significance of the Trans-Caspian Transport Corridor and appreciated the strengthened collaboration within the EU’s Global Gateway strategy. The leaders expressed their approval of the signing of the Horizontal Aviation Agreement and the fruitful completion of talks at the negotiators’ level regarding the Visa Facilitation and Readmission Agreements, which will enhance connectivity and interpersonal relations between Kazakhstan and the EU.

The leaders viewed President Tokayev’s visit as a noteworthy sign of the deepening strategic partnership between the European Union and Kazakhstan in light of increasing geopolitical importance for connectivity, energy security, and resilient supply chains. They emphasized their objective to enhance cooperation under the Enhanced Partnership and Cooperation Agreement (EPCA), which will mark its 10th anniversary in 2025.

The Presidents highlighted the significance of the European Union as Kazakhstan's main trade and investment partner and agreed on improving the investment climate while strengthening cooperation in crucial areas, especially those that align with the EU’s Global Gateway strategy for Central Asia, including vital raw materials, energy, transportation, digitalization, and cutting-edge technologies.

The leaders conveyed their endorsement of the Horizontal Aviation Agreement's signing and the successful conclusion of discussions at the negotiators' level concerning the Visa Facilitation and Readmission Agreements, which will improve connectivity and personal relations between Kazakhstan and the EU.
