EU Designates ChatGPT, Reddit and Roblox as Very Large Platforms

The European Commission announced that ChatGPT, Reddit and Roblox will be required to comply with the European Union’s rules for very large online platforms and search engines under the Digital Services Act (DSA).
The three services have reported attracting at least 45 million monthly active users in the European Union, meeting the threshold for classification as “very large” services under the bloc’s digital regulations.
Following their designation, ChatGPT, Reddit and Roblox will have four months to comply with the additional obligations imposed on very large online platforms and search engines. These requirements are aimed at ensuring that the services identify, assess and reduce systemic risks associated with their operations.
Under the DSA, the platforms will be required to evaluate the risks of illegal content being disseminated through their services and take appropriate measures to mitigate such risks. They must also assess and address potential negative impacts on minors, including risks to the physical and mental well-being of users.
The regulations further require very large online platforms and search engines to take measures to mitigate risks related to fundamental rights, electoral processes and public security. The European Commission has supervisory authority over compliance with the DSA and can conduct investigations into the systems and functionalities supporting these services.

ChatGPT, the artificial intelligence service developed by OpenAI, has been classified as an online search engine under the DSA. The classification reflects the regulatory framework’s treatment of services that provide users with access to information online.

Meanwhile, Roblox, a gaming platform, and Reddit, a discussion and community platform, have been designated as online platforms because they enable users to share content created by third parties with the public.

The new designations highlight the EU’s expanding oversight of major digital services and its efforts to hold platforms accountable for managing systemic risks associated with large online communities and information services.
